Dog Control Officers (DCOs) in New York State play a vital role in maintaining public safety and promoting responsible pet ownership. Their responsibilities are defined under Article 7 of the Agriculture and Markets Law and local municipal ordinances.
🐶 Core Responsibilities
- Law Enforcement:
- Enforce Article 7 of the NYS Agriculture and Markets Law.
- Enforce local dog ordinances, including leash laws and nuisance regulations.
- Stray and Dangerous Dogs:
- Capture and impound stray, unleashed, or dangerous dogs.
- Respond to complaints about nuisance or aggressive dogs.
- Licensing and Records:
- Verify dog licenses and ensure compliance.
- Maintain records of complaints, impoundments, and dispositions.
- Conduct dog censuses to track licensing and population.
- Owner Notification and Legal Duties:
- Attempt to locate owners of seized dogs.
- Serve legal process and appearance tickets under Criminal Procedure Law.
- Animal Welfare and Public Safety:
- Investigate reports of animal cruelty or neglect.
- Arrange for euthanasia of unclaimed or dangerous dogs when necessary.
- Enforce deer protection and night quarantine orders where applicable.
- Community Engagement:
- Educate the public on responsible pet ownership.
- Coordinate with shelters and animal hospitals for care and placement.
Message from the Dog Control Officer (DCO):
LOST/FOUND DOGS-If you have lost or found a dog, please contact the Newark Valley Dog Control Officer ASAP. Most individuals that retrieve a lost dog contact the Dog Control Officer immediately, so let’s work together to bring your dog home. REMEMBER-license your dog and affix their ID tag to their collar/harness. This allows for immediate identification and contact with the owner. This is mandated by the Town of Newark Valley Law.

TIPS TO ELIMINATE COMPLAINTS AGAINST YOUR DOG:
License your dog and remain current on vaccinations, especially rabies, mandated by NYS Law
-Provide appropriate food, water, shelter, interactions, and care for your dog
-Keep your dog confined to your property
-Keep your dog leashed and/or under your control when off your property
-Prevent your dog from having the ability to intimidate any person or animal
-Prevent your dog from being a nuisance and causing property damage
-Promptly pick up your dog’s waste-Promptly pick up your dog’s waste
